That is true.  The calls are usually generated from outside of the country and transferred into the US phone number through a switch that they pay for.  The scammer gets a copy of the do-not-call list, which they use to generate these calls.  1 out of 100 people may actually give them the info they want, but that's all it takes to keep them going.  They highlight the numbers that actually answer and hit buttons, then sell the list to another scammer.  The best way to stop them is: if you don't know the number, don't answer the call.

The woman asked if I was "Joaquin", mispronouncing my name, and if I owned such and such a car, and we got disconnected. She probably hung up after hearing my voice.

The man calling from this number was interested in selling me an extended warranty on a car I had bought a few years back.  When I said I didn't own the car anymore the line immediately got disconnected.

Sick of Robo-Calls!
No message left. Apparently it's one of those car warranty scammers, which makes sense, since I received one of those scam letters recently as well.

I received a call from a company telling me my warranty was up and that I should send them a Check for $695 to cover the next full year.  Problem is my warranty was in fact not up, and when I mentioned this the bumbling call originator passed the call along to "His Supervisor", ow and behold his supervisor encouraged me to take care of this right away because the price is never gonna be better.  He then mentioned my dealer by name Scott VW, and I told him that is good you are working with Scott, I will call them right now just to verify the legitimacy of your service.   Surprise of all surprises, the "supervisor hung up on me immediately.  As with all of the other posts, calling back the number is fruitless, I did get forwarded to an extension "1185", but of course there was no answer, and the mailbox was full. Scam, Scam, Scam.  I called Scott VW, and they made it clear they, nor any other VW dealership they are aware of will call you in this manner, looking for a warranty extension,,, all extensions are done at the dealership.  Steve
