Received a call from this number! First, you can't hear because of all the background noise. Then what little of the person's voice I could make out, they were talking in a language that sounded like Japanese or Chinese but more like a child playing on the phone! I said to them that I can't understand what you are saying and asked could they speak in English as I was doing and they continued speaking in the foreign language! So I just hung up the phone!
