This is a call from "The Internal Revenue Services" in a robotic recorded voice.....Since I received calls like this in the past, I decided to have some fun.
I called the number and an Indian sounding dude asks, "What is your name?"........so I ask, "What is your name?"............this went back and forth with different variations until he said my name is(spelling it out), F._. C.K Y.O.U and he hung up...............Made my day!

Yes, you are correct -- the IRS does NOT make personal phone calls, they send you a letter so they have a paper trail for whatever your problem is. I got a phone call from this number on 6/23/2016. The Caller ID showed "JAMES PRICE" and when I didn't answer, it rolled into my voice mail and the male caller left a rather clear message (no discernible accent) that he was from the IRS and that I or my lawyer needed to call him back immediately. Needless-to-say, I haven't bothered to call back.

got a call from the guy who told me i owed 4500-ish for underpayment for the years 2009-2014. he found my 'info' without a middle name. couldn't verify my claims for those years, and was against policy to send paperwork. told i'd have an arrest warrant. i told him to send a deputy and to have a good day. doesnt sound real
Got a call today from same number....showed up JAMES PRICE....said IRS had a lawsuit against me for years 2009-2014 and I needed a lawyer.....I kept saying for what?....for what? So he got so angry with me and hung up! Beware People!
