The person calling said they were calling from the Internal Revenue Service.  He said I was being arrested by the  prosecuting attorneys  to go to prison for 5 years unless I paid $6600.00 over the phone with a debit card. I could not fully understand what he was saying due to broken English.  The IRS does not conduct business this way

Same Call -IRS SCAM
Same thing happened to me.  Broken English, said IRS did audit, identified himself as David Brown.  Went so far as to tell me IRS had come to my home twice, gave dates.  When I asked questions he kept going back to this was a criminal section of IRS, I was going to prison for 5 years, all my assets would be seized credit cards, bank accounts, etc.  Asked me if I had a lawyer and I told him not but I would contact my tax preparer.  And then he said the file was being downloaded to my local police and they would be at my house in one hour to arrest me.  I kept asking him questions, he kept avoiding answering them.  First time I asked his name I got no response.  When I called the number back and asked why I was being threatened he hung up on me.

Confirmed fraud attempt (IRS script). This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). Caller was a recorded message stating they were IRS and I was going to be arrested.  Her name was Julie Smith and said not to ignore call because FBI agents were coming to my home to pick me up and go to jail.  Wanted me to call them back.  I am not stupid, not going to call them and will ignore this scam.  They need to stop harassing people and scaring them to death, I am reporting this to FCC.
