This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.
2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and or law enforcement (local police and/or state attorney general)
3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). I had the same call... He kept me on for an hour. If you call the number back, you can still get this person so I don't see why they can't arrest him. He is dumb enough to keep the same direct phone line.
Had a message from this number today. Foreign accent, said he was Agent David Jones with the FBI Criminal Investigation Division regarding an arrest warrant against me and to call back. I don't think so.
Yesterday I called back this number and took so many notes from "David Jones" who gave me a Code Case File number and a Warrant I.D. number along with his Federal Badge ID number claiming to be working with the IRS Federal Crime Investigation Division headquartered in Washington DC. He had my name and complete address. Goes on to say there is a trial pending with the Department of the Treasury for tax evasion. He said they have been auditing my tax return for 2003 to 2013 regarding false and suspicious breaches to the U.S. Constitution (claiming false earned income credit) , Violation of IRS codes blah blah blah. This guy was such a foreigner and so difficult to understand, and with the last name "Jones" no less!, What a total scam! I told him the caller ID came up as Houston, city of. He then said to check, that area code 202 is indeed Washington. I told him the IRS doesn't make these ridiculous phone calls! There was more about their two attempts to deliver by Federal Express , gave Federal Express tracking numbers, and these efforts were ignored. I told him I haven't worked since 1992, have a cancer diagnosis and am getting radiation and don't appreciate this harrassing phone call, and added repeatedly that this is all whackadoodle!! I was an idiot to stay on the line so long! Then, he said if anyone tries to contact me about outstanding debt in my name TO TELL THEM TO GO TO HELLl! Then said have blessings and prosperity! Unbelievable but true!!
