This number leaves a synthesized voice message claiming that the IRS is instituting a lawsuit against "you" (no name given). This is highly likely to be a scam. Called back four times, all clearly forwarded to an Indian call center. CLEC is PaeTec, not the ILEC landline carrier of DC, so obviously not actually IRS.
Reported to FTC's scam reporting system with technical detail. DO NOT CALL THEM BACK. This is a known scam; see: https://www.irs.gov/uac/scam-calls-and-emails-using-irs-as-bait-persist

Didn't pick up phone, so the automated system left a partially cut off voicemail to the tune of what the others have said on here...something about a case.
