Jan 16, 2009 at 3:58pm answered call, nobody on other end of line.  Finally, operator came on and said "if you want to make a call, please hang up and dial again".  I dialed *69 and the phone company reported the call 202-251-3097.  Called the number and a recording told me that "The person you are trying to reach is not accepting calls at this time".  Reverse lookup of the number yielded no results.
