Yes  it is a scam.  Common grant/loan scam.  There is no grant or loan.  They will ask for a fee wired to them untraceable.  Then you never hear from them again.  At least under the same phony name.

Just received a call at 1:07 PM EST from 202-287-9622. The caller was in conversation as I said hello repeatedly. They proceeded with their spiel that sounded odd to me about my name and number coming up to receive a grant from the government. So I asked him if he had a website and he started stuttering then ultimately said no, I heard him use the word creditor or something in his intro but I asked to have my number removed from the call list and I could hear him trying to continue talking to me saying "no". Yeah I'm sure its a scam I wish I knew how to report it in more depth than this comment.
