got a call said they had a check for me in the amount of 450,million dollars on hold at a bank in washington  the district of colomuba an that i need to insure the money in order for me to receive it in the amount of1,400.00. to get my money,is this a scam or not,if a person wins money,why do they need to payout money?

Its a scam..  and if you win something you don't pay for it period!

Its ILLEGAL to ask for money to receive it.

Had a call from a pretending to be a Law Firm Faulkner & Lunz. Explained that we won $500,000 and in order to me to receive it I need to pay $2000.00. To verify this I had to call the Federal Trade Commissioner on 202-380-9001. I called and a person by name Jason advised that I will get a call just now. And I did. Somebody called from the number 202-326-2222 and verified all of the above.
