There is a widespread IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

I received the message from 476-252-9632 and it gave this number for a return call. I immediately knew it was a scam, but the worst part was that the call woke us (and the dog) up this morning. Thanks for the information link.
