I received a message on my cell phone from (202) 506-8635, with a heavy accent. The message says he is from IRS and IRS is conducting a criminal investigation. The name is first name can't be heard clearly, last name seems to be Ray. He asked to call him back! Seems like a scam, as IRS wouldn't call on phone.

I received 2 messages with same situation, heavy accent, IRS agent, issued a case number for investigation. It was really hard to understand this person and it was hard to tell rather it was a man or woman. They used two different numbers to call: 202- 506-8635 and 202-506- 9749
Woken up by the same IRS scam. The caller, "IRS agent," insisted on verifying my mailing address. When I ask for the reason, he immediately started to threaten me with "the local police will arrest you before sundown." Interesting script. He did not know "Spring County" and "Texas City Police" gave him away as a fraud.
There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
