Received a call from a number that showed up as "0000000000" on my caller ID. A man with a heavy foreign accent, who knew my name and zip code, told me I was entitled to $1500 in U.S. grant money and gave me the call back number 202-556-4695. He told me to call this number right away and provide the confirmation code he gave me when I made the call. Sounded suspicious.

It's a Scam-the Government does not randomly call people and award them thousands of dollars because they are a good citizen, pays their bills on time or haven't filed bankruptcy. In addition, these criminals will have you pay a (mystery) fee, maybe $250-$500 or so for taxes or processing or some other made up thing.
So they steal your money and you NOTHING. You get no free money.

Received a call from a number that showed up as "0000000000" on my caller ID. A man with a heavy foreign accent (Brandon Cooper), who knew my name and zip code, told me I was entitled to $10000 (guess I'm worth more) in U.S. grant money department and gave me the call back number 202-556-4695. He told me to call this number right away and provide the confirmation code he gave me when I made the call. Sounded suspicious.
So I played with Brandon and his "supervisor" for a few minutes. Played back n forth about his said department does not exist. ran in circles about who he was and who I am. Finally i got a confirmation code "KM255" or was it "KM225" I dunno, but I couldn't care. I knew it was BS, and I killed maybe 20 minutes of his time trying to break his script.
