Yes it is.  Common scam originating in India.

Don't call them back.  Do not give them any information.  Do not send them any money.  Total scam!

They call you again, tell them you know it's a scam and tell them to go to hell!  Do it loudly!

I got this same call and i don't really under stand why  i tried to call back every day now and it keeps giving me a busy dial tone. I dont know where to look no more to see if this is a scam-er or the real deal.

Warnings about that scam were previously posted in this very thread, and you seem to have skipped reading them.

Still getting recorded messages from this number, claiming to be the IRS. Wish there was a way to shut this guy down...

I've gotten a couple of calls from this number and got a little worried when I checked on here and people were saying it was the IRS, so I called it back and it was a company named Easy Loan..they left a voicemail like this, "Hi this is a loan for you, my name John smith and you have been approved $5000, call our company if you want this loan.  Call our customer service number."  Could hardly understand the person.
