Received a call from this number on 3-03-15. A message was left by a foreign speaking woman stating she was from legal affairs at the dept. of treasure and that we are in legal trouble with the IRS. Further more, we will be in more trouble if we or our attorney do not return call.(ha).

Also received this call 03/04/2015 by a woman with a strong accent, possible Asian. The caller ID said unknown. Stated they had an affidavit from the IRS concerning a criminal matter. She advised that I have my attorney contact them. Sounds like a scam to me.
I have received several of these scammers messages on my home phone. Caller id is unknown and the female voice has an Asian accent. The phone number given to call back regarding "fraud on your IRS account - and be advised to retain an attorney before calling" is 202-697-9213. Sadly there are plenty of people who don't know that the IRS always sends a letter, usually certified mail if/when they contact you. They don't send emails either.

Do consider getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
I got the same message from phone # 202 697 9213. There seems to always be someone out there trying to scam you. Good thing I decided to investigate this because I didn't think the IRS would make a phone call like that. They normally send you a letter.
