It means that this is the land of spam and scams! Now on cell phones too!
I got some calls on my cell phone from this same number a year after you posted it, so they must be at it again.
The same result when I called them back. That number is disconnected.
No idea where they got my cell number from since it is a new prepaid number on an MVNO, which are usually almost impossible to find, and was not given to any one...
Maybe some random solicitor robodialer...
Coincidentally, I have also received some "Political Survey" calls around the same time frame, but from different numbers.
