The IRS does NOT have to file a lawsuit. They are an administrative agency. They tell you how much you owe, and you either pay it or don't. After that, they can seek administrative remedies, without going to court.
Did they threaten to have you arrested? They don't do that either. It's an administrative agency.

Just got 2 calls this morning! knew enough to not answer. those creeps. I think its bc we have been modifying banking accounts and someone hacked/caught on. The call notified us that we are being sued by the IRS. Ridiculous!!
