It starts out as a silent call lasting for about 10 seconds, then a female voice says "Good Bye"and hangs up.  I have received this call numerous times going back for months and months. The voice must be machine generated, because it sounds identical in tone every time, and I would say definitely a well heeled English accent.   It is pathetic.
