The call turned out to be a Skype call from someone I knew. I am not sure why it came through on this number

Left recorded message about lowering interest rates. Second call in two days.

Called - dead air - called stayed connected for over a minute until i terminated call

called -  debt collection agency - told them I don't know the person they are looking for - call almost every day.
