I got a call from this number today (203-456-8653). I'm also on the do not call list. It would be nice if the do not call folks would come up with a better mechanism. I have a rapidly growing number of blocked numbers.
Have been getting a number of calls from this no. I don't answer. They leave no message. The call is to my new cell phone, and I haven't figured out how to block calls yet.
