My phone has a nice, warm, friendly greeting, inviting all to leave a message. This must have been a robo call, because the caller hung up in the middle of the nice, warm, friendly greeting, and did not leave a message.
Two contributors (see above) have received calls saying that they were approved for "something". So at present the best guess is a cold call from a high-interest lender. The second guess is that the caller just wants to obtain as much information from you as possible - which opens the possibility of identity theft.
I think that the best thing to do is not to answer calls from 203-484-8080.
