I am genuinely at the point where I think people who post things like "Our government at work" for stuff like this should be made to take a remedial class in How to Internet before they are allowed to post comments.
The DNC is working because legitimate businesses that consult the Do Not Call list do not call you. That is really all the DNC is set up to do. The government could do a great deal more about this problem, but conservative politicians have stated that government cannot work, and in their hands, it can't. The DNC was initially imagined by progressives as a great law, but the list was rendered nearly useless by conservative politicians. If you want to blame someone, blame conservatives in general, and conservative politicians and corporations in specific.
Giant corporations, our phone carriers, and scammers and fake charities that make a ton of cash off a small, dumb percentage who fall for their scams have paid a lot of money (yet only a tiny percentage of their profits) to keep our phone system exactly the way it is. These phone carriers and corporations can be referred to as "conservative", because the definition of "conservative" is "Resistant to change", and change for the better in a way that would benefit you and me is resisted because it cuts into their profits. So they back conservative politicians, who cheerfully took a great progressive idea like protecting citizens from harassment by phone and made the DNC useless--it's opt-out instead of opt-in (if it were opt-in, you'd have to sign up to allow callers), adherence by callers is completely voluntary so only non-criminals use the list, the punishment system is insanely unwieldy and can't deal with scammers in a quick or decisive manner, and politicians and charities can legally call at will due to free speech considerations (the Constitution was waved). In addition to weakening the DNC list, many other laws governing harassment by phone have been struck down by conservatives. We could stop phone spamming if there was a will to do it, but it's making too many corporations money, so it will never happen.
It will not change for the better until people like you stop stating "the government is the problem!" and start making a better government by voting for progressive politicians, or insisting that your chosen politicians work in a more progressive manner. Only a strong, progressive government can stop this harassment.

I am beginning to believe our educational system is a joke, because it appears you did not bother to read and understand the intent of the DNC list. Too many words. Too many syllables.
Here, I will try to help.
This post has two parts. The =second= is for people who are interested in the realities of the Do Not Call list. The =first= is for people who have difficulty understanding long explanations, but think the DNC list does not work.
1)
The DNC list is not a magic switch attached to your phone line, that will block calls.
The DNC list is intended to help stop calls originating from legitimate telemarketers.
* Your calls were not from legitimate telemarketers.
* Therefore, the DNC list will not stop those calls.
2)
The DNC list does not automatically block calls. Instead, it provides a list of "do not call" phone numbers to legitimate, registered telemarketers who pay a fee for the list.
The DNC list exempts political callers, survey organizations, charities, and companies with preexisting business relationships, as well as debt collectors, but these organizations might have their own, internal Do Not Call list (ask them).
The DNC list is not effective against criminals, spammers and scammers, because those people do not subscribe to the DNC list, and do not care if you are on or off that list.
Its purpose is to stop calls from legitimate telemarketers, and it does a pretty good job at that. Just think ... if there were no DNC, you would be receiving incessant calls from BOTH legitimate and scam telemarketing callers!

If you receive calls even after reporting them (and waiting a sufficient time), then you should consider using a call blocker app, device or service as your first line of defense. Google "call blocker" to see such things at Amazon or other sites.
