someone from this number keeps calling and babbling on the phone

very rude laughing for at least 10 seconds before asking for my husband, and then hangs up abruptly when i say hes not avalible.

I have gotten called by this number twice now.  I say hello, it echoes back and it starts rigning as if I had called them. GRR.
