Who called from 2036874330

I keep getting this call, I am registered on the do not call list, no one is there, you can't call back.  Completely ridiclous!!!!!

Recieved 2 calls within an hour of each other.  Both times no voice message was left, but you could hear people talking in the background (as if someone's phone accidentally dialed and all you heard was an open line).

I got a call from this number and the person said he was a rep for AT&T. I need to know if this is legit.

It's ATT marketing calling from Canada. At least that's what the rep said.

I live in Canada and we do not have AT&T and I am getting these calls all the time. Some sort of scam
