This came in as a recorded call. The voice said that it was from a hotel and was offering some kind of deal if you filled out a survey. I normally do not accept calls like this but because I had recently visited this hotel I thought it would be fine to fill out the survey for them. Sometimes you can help out a friendly employee by giving him/her a "good" rating, so I pressed 1 and the phone made a sound and then a live operator picked up. I immediately thought this was odd but proceeded normally. First the woman was totally inaudible her volume was so low I could not hear anything. Next she kept switching accents around, saying something in normal American English and then saying something I could not understand. It seemed like she was doing it intentionally and she was trying to get me to say the word "Yes." This was weird and I realized I was involved in a scam when she kept trying to get me to say yes into the phone she would say "just say yes after intentionally muffling her voice and speaking in a foreign accent.
I also realized that when I had recently visited the hotel I went to the bar/restaurant, paid cash, did not stay the night, and never gave them my phone number or even my name. This was either a coincidence or some kind of malicious scam.
At this point I do not know what they are up to but it seemed like they were trying to get me to agree to something I did not understand.
