Just got two texts from this number. Whose is it?

I have gotten 22 unreadable text messages from this person. How do I stop it?

Me 2 everybody strange i thought maybe it was just my phone but apparently not. wierd has anyone ever called it on *67?

I think this is a relay message center.  I have a prepaid cellphone, anytime someone tries to send me a picture message, I get from "206" cannot display message and under message center i get that number because my phone does not support the file.  But it never displays who originally sent the message.  -.-'
