I receive calls from this number frequently, at least once a month and usually more often. Since it is an unknown caller I will typically not answer it, and the caller will not leave a voicemail, which leads me to conclude that it is a telemarketer or some other individual or organization engaged in 'phishing'. Though I will routinely dump the call, it is an annoyance.
Called me. I blocked my number and called back. Male voice on recording states "Leave a message". Another voice says wait for the tone or send your fax message.

I just received a call from this number on my cell phone. When I answered a recorded voice said, "This is a one-time call from me to you. Would you like to..."
At that point I hung up.
