Most likely a fake IRS agent from overseas trying to scam you. These low lives are too stupid to understand the difference between Washington the state and Washington, DC and that they are over 3000 miles apart, lol.
Got a freaky digital recorded call from this number regarding a lawsuit case against me. It's not true, first of all the call came from Bainbridge Island, WA, I've never lived there or been there. It seem the recording began to play on the first ring because all I got was the "a case against you" and it continue calling out a case number.

This is the second "IRS" call my decrepit ancestor has received in the past week. The first, which actually had a DC phone number, was from a dictatorial sounding "Special Agent Gray" "wanting to help" the oldster.
I'm an attorney and know [***] when I encounter it and these calls were, on their faces, competently-done enough to make my heart jump at first. It makes me wonder what the ancestor did recently (AARP, Healthcare, etc) to put her contact-info into these greasy little paws. These intestinal parasites targeting olds with a deadly fear are the lowest of the low.
