I would just like to know if this is a scam or not because before I get $9,000 they want me to put $265 on a Walmart card then we call them back until we have the card and he's going to them transfer money from now just dance

The only money that will be exchanged is the money you foolishly give them for a nonexistent grant.  If you want to do something with that 265, go buy some hot dogs, take the money out back, set it on fire and cook the hot dogs.  At least you will get a meal out of it, because you won't get anything giving it to them.

Grant scams:

The government does not call people up and offer them free money because you paid your taxes on time, have never been arrested, have paid all your bills, or whatever excuse they can make up.  In order to get a grant you need a valid reason (not one of the above and not just because you need money), you have to fill out tons and tons of paperwork, wait a long time, and might not even get the grant in the end.

Not only are you dancing in the darkness, but you seem to think the light you see at the end of the tunnel is NOT an oncoming train!

Try REAL hard to understand BigA's post ... then, copy the rest of my post, and put it under your pillow tonight, so it might seep into your brain ... while you sleep, perchance to dream of dancing.

Things to believe:

• "There ain't no such thing as a free lunch."
• If it seems too good to be true, it probably is.
• You have not won big bucks from a benign benefactor, a pot of pesos from PCH, dinero from a doctor, a car from a caller, or a grant from a gracious government    
• The tooth fairy really does not exist
• Everything you read on the internet or hear on the phone is not necessarily true.
• It is illegal to ask for money for a loan or prize, before awarding the loan or prize!
• "Free Trips" are loaded with mandatory & costly extras, and you usually must give them your card number after listening to a loooong spiel at a hotel.
• Microsoft or a different famous software company, or one of their agents did NOT cold call you to fix your computer.
• The moon is not made of green cheese.
• The IRS will snailmail you, rather than phone you, if there is a problem.
• Jackalope milk is not an aphrodisiac.
• If you Vanilla Card, GreenDot, MoneyGram, Western Union, iTunes or use ANY gift/money/reload  PIN-type card to send money to a scammer, the money is gone.  In fact, as of June, 2016, it is ILLEGAL for telemarketers to ask for payment via these methods.    
• You should beware of Geeks bearing gifts, specially if the gift is a wooden horse with termites, or a statement that your computer is infected.
• 876 is NOT your lucky number, and it will cost you money to call that area code!
• The number you see on your Caller ID may not be the number of the person who called you!
• The Do Not Call List works as intended.  It is NOT a call blocker!

told that I was eligible for a one time 9000$ grant called and American Recovery Grant.  Asked if I wanted cash or direct deposit.  I played along said cash. they actually gave me another number and a confirmation code BX414 and to call 206-472-6022 to get my 9000$.  At this time I called the number and they told me I was selected because I have no criminal record, and have been a citizen in good standing...  Again asked if I wanted my 9000 in cash or direct deposit.  I said Cash of course...   He ( both were male,  sounded Indian with very thick accent)  He then said I needed security clearance number and that would be just 200$ and I would get the 9000 in 10 to 15 min after that.  These guys KNEW MY ADDRESS and Name.    I just hung up after that, feeling like I followed it as far as needed.
