we were told we cheated on and owed taxes from the 1980s, IRS was going to take house and bank account

There is a widespread IRS (or CRA) or "tax scam" being  practiced by scammers on both USA and Canadian residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

Said I did my taxes wrong in 2008-2011 and they needed 1,800 cash...

Said there are allegations against me by the IRS. Complete scam. Like I am really going to call you back. IRS does not have my cell #

Got a call from this number. I did not answer so she left a voicemail. She said she was conducting a criminal investigation and was with the IRS. Said I needed to call her back as it was urgent.
I have been audited by the IRS before, they do not contact you by phone!!
