Obviously a spoofed number. No local phone starts with a "1" because that is a signal to the network that a long distance call will be dialed. otoh, eventually, when all cities (due to multiple local area codes) require an area code to be dialed even for local calls, perhaps the "1" will be a new local exchange. Just like no local phone ever begins with "0" at this time.
