This is the "we'll lower your credit card interest rates" scam. It is a robo call and it is the same scammer that had previously used 210-239-6003, different number to get around call blocking. They want you to press "3" to get off their list which results in your number being sold to every other scammer out there. Report them to the DNC list and help everyone shut them down (or get a new number).
