This is a long time scam to extort money from people.  They state that if you pay for this debt over the phone asap, then you will not be arrested.  Please do not fall for it.  In the USA, you will not be arrested for unpaid personal debt.  Also, you will be served with legal papers, should the debt be legitimate and have the option to appear in court to contest.
