This is a spam telemarketing call from a female voice that is a robot. The robot voice said it was with "US Solar Savings Center in Oakland California" but there is no such entity to be found anywhere on the web.
They first called me from the # 202-618-8293, then from this number. The exact same female robot voice. When I said "You're a robot!," that robot said no, she was a "live representative" who had pre-recorded her voice for this call. So the world of junk telemarketing gets curiouser and curiouser... and more and more irritating.
