Caller left a message about legal action against me by "the department of legal affairs", but they provided no details of where, when, or why there would be such a case. They were barely understandable, the message is highly suspicious, and the caller ID simply said "LOS ANGELES, CA". The number is close to others that have been identified as fraudulent.

Robert left a message saying he was from the dept. of legal affairs. He asked to call back this number, and if going to call back, make sure to have a lawyer. I called back this number from a different line and blocked it. First time, there was a voicemail claiming to be the dept. of treasury. I called back again with my number blocked, a man with an accent answered 'hello', I asked for Robert and they asked 'who?' and what number did robert call. I did not tell them what number he called me at. after some back and forth the man disconnected.
Much like the above notes, a man who identified himself as Roy Burnett from the Department of Legal Affairs left a message regarding an action that had begun under my name. I was advised to retain legal counsel and call back. The man had a heavy accent, possibly of Indian or Pakistani origin. The number I was advised to call back was (213) 261-6409; this same number appeared on my caller ID with the name C Lopez attached. I plan on reporting this call to the FCC.
