Clearly one of the many international sweepstakes SCAMS. Here are some web sites with info on these scams. Most involve millions in cash and a Mercedes Benz. Personally, I'd rather have a prius. ;-) If you return the call, there will be all sorts of small "fees" you'll have to pay.

I second post exactly the same as Taykir E's - The States Lottery Ltd: Mr. David Clark said this is a notification that I won 1.6million along with 2015 Mercedes Benz my claim #number 493QV699 however, I have paid UPS $550.00 for reference prizes all other tax's and interest have been paid prior to delivery "Sounds like a SCAM".

Huh, what do you know. I won the exact same prize and my claim number is the same too! Interesting that he called me by my first name. I didn't return David Clark's call 213-261-8383.
