Received a call from this number today 1-213-449-4999 and let it got right to voicemail as I didn't recognize the number of what showed up on caller ID. They didn't leave a message. Checked the area code, California. Enough for me to label it a scam. Won't waste my time with the Do Not Call List, it seems it doesn't work, except it makes the politicians feel like they've done something to "protect the consumer" at least on paper.
And since all the Holidays are coming up I suspect the scammers will be using the government provided numbers on the DNC List since these are active numbers with live people on the other end.
I have my official police whistle right by the phone, in case I accidently pick up, so I can whistle their eardrums clean out.
You should contact the DNC Registry and tell them to remove your name. You'd be protected then from getting all of those phone calls from the Legitimate and Registered with the FTC Businesses for whom the DNC was intended.
Then all you would have to deal with would be the thieve, scammers, and scofflaws, for which the DNC was never intended.
