This phone number has called me several times today. I say hello and nothing but dead air and then a disconnect. Every time I call this number I get a busy tone. I called Embarq and they said it's a cell phone.
It's called 'Caller ID Spoofing' (google it) and it's illegal.
If you received a call from 239-204-4824 you are being targeted through your very own computer IP address using 'IP Geocoding' (google it).
The offending website converts your IP address into longitude and latitude, then converts it further to pin-point your home address. Your home address will reveal your identity and your telephone number.
The offenders then place a call to your home using "Caller ID Spoofing" in the hope of getting more identifying info from you. Mugshots.com uses such "internet friendly" capabilities.
They will call you using various 'caller id spoofing' numbers and caller locations (NJ, NY, UT, OH, etc) when they're really calling from Boynton Beach, Florida.
The caller ID number is bogus. The caller ID name is bogus. They pretend to be survey companies or various other companies, all at their choosing - whatever suites their fancy at the moment, whatever role they feel like playing at that particular time. They want to put information about you on the internet so you can pay them to remove it.

Every time a friend of mine in Mass. calls me, the Caller ID says 239-204-4824.
