Robo-call from "Heather", an "agent" for the IRS. Said the IRS had issued a warrant for my arrest and I should call her back immediately. Some kind of scam, but don't know what kind since I didn't call back. The IRS does not contact taxpayers by phone. Number is now blocked.

Called an extortion scam. You're supposed to be terrified the "IRS" is calling you (as you know they do not do) so you won't delay in returning the call and paying a bogus debt. No kind of answer from you, hear no threats either.
