Answered the phone and a gentleman came on and spoke in a foreign language and hung up

Calls at least 4 times a day. When answered nobody speaks they just hang up. If you don't answer they do not leave a message. Bonnie Shimko on caller ID

How many times will you allow them to call before you obtain a call blocker?  Google (or your favorite search engine) is your friend.

Keep calling and I've told them several times to put me on there do not call list.  They say that your number was picked to receive free grant money
