This number is from a credit card company wanting to consolidate your credit balance onto their card.  They previously called from an 800 number but now are calling from a local number.  You have an option to dial 3 to have your number removed but that does nothing.  If you talk with one of the reps and ask to have your number removed they just hang up on you.
