this is the second time they have called my cell.  They ask for "Robert", (same name twice),  when I tell them they have the wrong number they say well, maybe you can help me and goes into his speech about donating to some veterans group.  (I must also clarify that these are paid solicitors and take a big portion of the donation.)  I interrupted him and said "what part of you got the wrong number don't you understand?" and hung up.  I think they are scammers posing as a charity.  If you want to donate to a veterans charity, do so directly to the charity.  Don't deal with these yahoos over the phone.
