You tried to call back 4 times? It "sounds fishy" because it is a scam. If you want to give your money to a thief that badly, I think the Brooklyn Bridge is still for sale.
Called me too, but I answered. It was a recorded message saying that the IRS was about to sue me and to call back immediately. I've tried 4 times and either it just rings or is busy. Sounds real fishy to me.

DO NOT CALL THEM BACK !! It is NOT the IRS ... they are trying to get your personal information / money. The call came from a cell phone. An official government agency would contact you via certified mail. If you listen to the message, they do not have your name. It is an automated message / robo-call to thousands of random numbers. They're looking for someone gullible enough to call them back. There's a sucker born every minute, and there's plenty of crooks trying to separate you from your money. Don't do it!
