This is nothing more than another internet scammer praying on unsuspecting consumers. He claims to be a professional breeder selling thousand dollar puppies at a fraction of the cost. Supposedly he is based out of Delaware; however, there are complaints being filed against him all over the country.
Ironically, like every other internet scammer out there, this scammer refuses to provide his name, only wants to communicates via text, does not have a real or legitimate website or company name for that matter, and unlike true breeders conducting businesses, he doesn't take credit cards or bank wire transfers.
This scammer's philosophy is that "there's a sucker born every day", and he's only looking for his next victim. He wants customers to send untraceable funds via Westerns Union or Money Gram so that when he's done robbing them, they can't find or charge him with any crimes after the fact.
