How do you know it's a cop?

This is definitely a cop number. My two year old dialed 911 on my cell phone and this is the number that called my phone back. I also have YouMail and it text messages me with missed calls, and it states the name that the number is linked with to be a state officer. Keep in mind 2 minutes prior my son dialed 911

It's NCC police department. I called them on a non emergency number and got a cb from this number
