Calls doesn't ring long hangs up???

This number has called my cell phone a few times in the last two weeks.  They do no identify, and when you call back you get a message that the number is not in service

Dude breaths in phone and talks with hand over mouth stayed on phone for 16 min..
WTF? Call back and number is disconnected..
