Calls every day, insist I call back but won't tell me who they are looking for. Possible ID theft scam

calls twice a day don't know the number so I don't answer and they don't leave message

they usually call at 4 o'clock in the morning really late at night it's dark and cold all I can hear is rustling sounds on the phone and low moaning sometimes scratching or crying sounds and wheezing looming heavy breathing grasping and dragging sound once in awhile you could hear a voice and they say something like keep cutting keep cutting almost free
