It is charter trying to upsell you and give you their most recent specials. I just called them back and asked to be removed from any calls referring to promotions
Had a missed call from them on Friday. After looking the number up and not seeing any complaints, I called back. They said they were Charter Promotions. I told them to take me off their list. I'm pretty sure they are the Charter scam that has been floating around as there was a lot of yelling going on in the background.
