I think they are just trying to avoid charges for calling on a NO CALL list. If they call and hang up, and you call them back, then they didn't violate any No Calls!
I got calls from them a few times a day for a couple weeks then they stopped. After a couple of weeks they started back up again. I like to call them back a few times and then hang up to hopefully annoy them like they annoy me.
