The caller said he was Michigan governor Rick Snyder. He was looking for donations for the support of victims of lead poisoning in his state. Despite his efforts on the phone, he ought to be impeached.
According to 800notes.com posts so far, they want to sell car insurance, or CID lists them as MI, and the alleged governor of Michigan wants you to give money to victims of lead poisoning.
Today, they called me with a CID of "Unknown Name", and the message had only 4 words: "....not want your listing." Probable Google Scammer.
