Any ideas who calls from this number?

This number illegally called my husband's cell phone today.  He didn't bother answering it.  Whitepages.com indicates it's a spammer/scammer.  It's illegal to spam cell phones but criminals don't care.

I received a call on my cell phone about an hour ago. I did not answer and they did not leave a message.

Unknown number, unanswered, blocked!!!
